Groundbreaking Ceremony – Transforming Downtown Stockton: East Channel Street Streetscape and Connectivity Project for a Safer, Greener Future
Event to be held Thursday, July 31, 2025 at the Stockton Robert J. Cabral Station, beginning at 11:00 AM
(July 28 -- Stockton, CA) – The San Joaquin Regional Rail Commission (SJRRC) and the City of Stockton are proud to announce the launch of the East Channel Street Streetscape and Connectivity Project—a transformative infrastructure initiative aimed at enhancing walkability, safety, and sustainability in Downtown Stockton.
To commemorate this milestone, a groundbreaking ceremony will be held on Thursday, July 31, at the Robert J. Cabral Station in Stockton, CA. The event will feature remarks from SJRRC and City leadership, as well as local, regional, state, and federal representatives.

The project area spans East Channel Street (at the Cabral Station) from North Aurora Street to mid-block between North American and North Stanislaus Streets, including improvements on North Stanislaus, North Grant, and North Aurora Streets.
"As a member of the San Joaquin Regional Rail Commission, I've been championing this project since the very beginning,” Said Stockton Mayor and Chair of SJRRC Commissioner Christina Fugazi. “From securing the funding to working with our regional partners, I was there when we identified this critical need for safer, more connected streets in our downtown core. Now I'm proud to see us break ground on a project that will transform how people move through our city. This represents the kind of smart, collaborative investment that Stockton families deserve. When I make promises to put in the work to improve our infrastructure and create safer neighborhoods, I keep those promises."
With support from the Active Transportation Program, Measure K, and the Affordable Housing and Sustainable Communities (AHSC) Program, this collaborative effort will deliver modern, people-centered improvements to a key corridor Downtown.
Project Goals and Features
Designed by Siegfried Engineering, the project aims to correct substandard street conditions that have long limited walkability and access in the area. Once complete, it will provide high-quality pedestrian and cyclist connections between major hubs including the Cabral Train Station, the Downtown Transit Center, and the Waterfront/Entertainment Districts in Stockton.
Key improvements include:
- Widened sidewalks to accommodate greater pedestrian use
- Curb bulb-outs for shorter, safer crosswalks
- ADA-compliant ramps to ensure access for all users
- High-visibility crosswalks for pedestrian safety
- Pedestrian-scale lighting for better nighttime visibility and security
- Class III bicycle routes to support cycling as a transportation choice
- Street trees and landscaping for environmental and aesthetic benefits
SJRRC is leading environmental permitting and design, while the City of Stockton will manage the construction phase on SJRRC’s behalf.
Investing in a More Inclusive and Future-Ready Downtown
The project not only upgrades aging infrastructure but reflects a broader vision to make Stockton’s downtown core a more vibrant, inclusive, and resilient urban environment. By promoting active transportation and reducing dependence on cars, the East Channel Street project is a critical piece of Stockton’s climate-friendly and equity-driven strategy.
